Latar belakang : Kepesertaan mandiri yang terus meningkat tidak sejalan dengan kepatuhannya dalam membayar iuran JKN. Tingginya biaya kesehatan setiap tahun akibat kebutuhan Kesehatan peserta JKN membuat masyarakat mulai menumbuhkan kesadaran untuk patuh membayar iuran JKN. Kepatuhan membayar iuran oleh masyarakat merupakan kunci keberhasilan program JKN. Studi literature riview ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi kepatuhan masyarakat dalam membayar iuran peserta mandiri JKN PBPU (peserta bukan penerima upah). Metode : Studi ini dilakukan untuk mengetahui pengaruh faktor intervensi pendidikan, pekerjaan, pengetahuan, pendapatan, pengeluaran setiap bulan, persepsi terhadap pelayanan Kesehatan, jarak menuju tempat pembayaran iuran, dan motivasi. Dilakukan seleksi terhadap 10 artikel menggunakan SINTA dan Google Schoolar. Berdasarkan standart pedoman batas minimal artikel yang harus digunakan adalah 7 artikel. Penyeleksian diambil dengan memerhatikan PICO framework, kemudian artikel dianalisis satu persatu. Hasil : Faktor – faktor yang mempengaruhi kepatuhan masyarakat dalam membayar iuran JKN PBPU adalah Pendidikan, pekerjaan, pengetahuan, pendapatan, pengeluaran rata-rata perbulan, motivasi, jarak menuju tempat pembayaran dan persepsi terhadap tempat pelayanan Kesehatan. Semuanya menyajikan prevalensi kepatuhan dalam membayar iuran tentang faktor yang berkaitan faktor pendorong, predisposisi dan pendukung kepatuhan membayar iuran. Kesimpulan : Pendidikan, pekerjaan, pengetahuan, pendapatan, pengeluaran rata-rata perbulan, motivasi, jarak menuju tempat pembayaran dan persepsi terhadap tempat pelayanan kesehatan merupakan faktor – faktor yang mempengaruhi kepatuhan masyarakat dalam membayar iuran JKN PBPU. Ada 3 faktor yang sama dan memiliki hubungan signifikan tertinggi yaitu pengetahuan, pendapatan dan pekerjaan. Disarankan BPJS Kesehatan lebih memperluas penyuluhan dan sosialisasi terkait manfaat JKN.

Introduction: The increasing number of independent participation is not in line with compliance with JKN contributions. The high cost of health each year due to the health needs of JKN participants has made people start to raise awareness to comply with JKN dues. Public compliance with dues is the key to the success of the JKN program. This literature review study aims to determine the factors that influence public compliance in paying contributions to JKN PBPU independent participants (participants who are not wage earners). Methods: This study was conducted to determine the effect of intervention factors on education, employment, knowledge, income, monthly expenses, perceptions of health services, distance to the point of payment of contributions, and motivation. 10 articles were selected using SINTA and Google Schoolar. Based on standard guidelines, the minimum limit for articles that must be used is 7 articles. The selection was taken by paying attention to the PICO framework, then the articles were analyzed one by one. Results: Factors that influence community compliance in paying PBPU JKN contributions are education, occupation, knowledge, income, average monthly expenditure, motivation, distance to payment points and perceptions of health service places. All of them present the prevalence of compliance in paying contributions regarding factors related to the driving, predisposing and supporting factors of compliance in paying contributions. Conclusion: Education, employment, knowledge, income, average monthly expenses, motivation, distance to the place of payment and perceptions of health service places are factors that influence public compliance in paying JKN PBPU contributions. There are 3 factors that are the same and have the highest significant relationship, namely knowledge, income and employment. It is recommended that BPJS Kesehatan further expands the counseling and socialization related to the benefits of JKN.
