Fasilitas Kesehatan Tingkat Pertama (FKTP) berperan sebagai gate keeper dalam pelaksanaan program Jaminan Kesehatan Nasional. Pelayanan di Fasilitas Kesehatan Tingkat Pertama cenderung mengalami pemanfaatan yang rendah oleh masyarakat PBI, hal ini sebabkan oleh beberapa faktor yang mempengaruhi peserta PBI dalam memanfaatkan pelayanan kesehatan. Tujuan dari penelitian ini adalah mengidentifikasi penyebab rendahnya pemanfaatan pelayanan kesehatan di FKTP oleh peserta PBI di dasarkan pada faktor-faktor yang mempengaruhi. Penelitian ini menggunakan metode Literatur Review dengan jenis Traditional Review. Berdasarkan studi literatur empat jurnal memenuhi kriteria inklusi dan telah dianalisis, jurnal- jurnal yang di ambil menyajikan pemanfaatan pelayanan kesehatan di FKTP oleh peserta PBI yang cenderung rendah dan faktor-faktor yang berhubungan dengan pemanfaatan pelayanan fasilitas kesehatan tingkat pertama pada peserta PBI. Ada beberapa faktor presdiposisi yang berhubungan dengan pemanfaatan pelayanan fasilitas kesehatan tingkat pertama pada peserta PBI, faktor – faktor inilah yang menyebabkan banyak masyarakat khususnya PBI yang tidak memanfaatkan pelayanan di kesehatan FKTP dengan baik.

The First Level Health Facility (FKTP) acts as a gate keeper in the implementation of the National Health Insurance. Services in First Level Health Facilities tend to experience underutilization by the PBI community, this is due to several factors that influence PBI participants in utilizing health services. The purpose of this study was to identify the causes of the low utilization of health services in FKTP by PBI participants based on the influencing factors. This study uses the Literature Review method with the Traditional Review type. Based on the literature study, four journals met the inclusion criteria and were analyzed, the journals that were taken presented the low level of utilization of health services in the FKTP by PBI participants and factors related to the utilization of first-level health facilities for PBI participants. There are a number of presdippositional factors related to the utilization of first-level health facility services for PBI participants. These factors have caused many people, especially PBIs, to not make good use of services in the FKTP health.
